Le conseil municipal y siège, sauf de 1848 à 1851, période durant laquelle il tient se réunions dans l'immeuble du Parlement du Bas-Canada, côte de la Montagne.

Construite entre 1795 et 1797 par les loyaliste Thomas Aston Coffin, cette maison devient en 1816 la propriété de Thomas Dunn, juge, homme politique et d'affaires. Son fils, William, la cédera à la Ville. Elle was remaniée par les architectes Browne et Lecourt en 1850; l'imposant porche de pierre date de cette époque. Elle est démolie en 1898 pour faire place aux bâtiments actuels portant les adresses de 78 à 84, rue Saint-Louis.
English translation:
It is here that was located, between 1840 and 1896, the first permanent city hall in Quebec City.
The city council sat here, except from 1848 to 1851 during which it held meetings in the Parliament of Lower Canada building, Côte de la Montagne.

Built between 1795 and 1797 by Loyalist Thomas Aston Coffin, in 1816 this house became the property of Thomas Dunn, judge, politician and businessman. His son, William, the transferred it to the City. It was rebuilt by architects and Browne and Lecourt in 1850; the imposing stone porch dates from this time. It was demolished in 1898 to make way for the existing buildings bearing addresses from 78 to 84, rue Saint-Louis.
