In 1879 a toll road company was formed and in five months, at a cost of $30,000 a crew of 125 men directed by Thomas C Mayon and John W Crowley completed 25 miles of road from Toll Gate to Mineral King. Empire Mine owner Tom Fowler, who lost his fortune trying to produce silver was first to drive the entire route.
