January - Site preparation and final design were completed.

March - Construction began of the foundation, anchored by 585 piers drilled into bedrock to provide maximum structural stability.

May-July - Bids were received and contracts were awarded for major elements of the facility. Of the 115 contractors of the project, 94 were based in the St. Louis area or elsewhere in Missouri.

Project environmental contributions included construction of a major water supply line and two major trunk sewers to serve North St. Louis.

Landfill requirements were reduced by using 36,000 cubic yards of crushed concrete from the former Sheraton Hotel as fill material.

December - State of Missouri Series "A" and St. Louis County Series "B" bonds were refinanced, achieving interest savings of approximately $5.5 million.
