 English:
A native of Sydney, Bourinot was a journalist and legislative reporter in Halifax before joining the parliamentary staff at Ottawa in 1868. From 1880 to 1902 he served as Clerk of the House and was a recognized authority on parliamentary procedure. He was a founding member of the Royal Society of Canada and a prolific writer on historical and constitutional subjects. In 1898 he was created a K.C.M.G. He died in Ottawa.

Natif de Sydney, Bourinot fut journaliste et courriériste parlementaire à Halifax avant d'entrer, en 1868, au service du Sénat. Greffier de la Chambre des communes de 1880 à 1902, il s'y créa une réputation d'expert en procédure parlementaire. L'un des fondateurs de la Société royale du Canada, écrivain prolifique en matières historique et constitutionnelle, il fut créé chevalier commandeur de l'Ordre de Saint-Michel et Saint-Georges en 1898. Il est décédé à Ottawa.
