???The Medal of Honor is the highest award that canbe received by a member of the armed forces of theUnited States of America. It is given by the President in the name of Congress to individuals who, while serving in thearmed forces, distinguished themselves for conspicuousgallantry and selfless bravery in action "at the risk of life above and beyond the call of duty." Established during theCivil War, the Medal of Honor has since been awarded topersons of every rank, every branch of the service, from everybackground in life and from every state of the nation. As asymbol of heroism, it has no equal in American life.Therefore, we dedicate this monument to the courageousnatives and residents of Delaware who have given their allso that we, the living, can enjoy the freedomsthey endowed to us.
