In 1892, under the direction of Prof. Henry Waters, Penn State became the first American institution of higher education to offer correspondence courses in agriculture. The goal was to make scientific studies available to those persons unable to attend traditional college classes. Penn State's initiative was followed by a national expansion of correspondence instruction in technical fields.
