This simple, one story Commercial Italianate style building was constructed in 1889 by Robert and Mary Sargent who then sold half interest in the building to Frank Frazier in 1890. Frazier purchased the remaining interest in the building in 1926 and held sole ownership until selling to George Stangler and son Jack in 1940. The building has been occupied by various retail stores and restaurants. Never an elaborate building, its historic character is now evident only in the slightly raised parapet panel which copied the false front wooden structures prevalent at the time the building was constructed.
Robert Sargent served the community as sheriff in 1876 and invested in various buildings in Pendleton, mostly the wood frame structures that preceded the more permanent brick buildings we now see in town. Frank Grazier and wife Kate, were both prominent Pendleton citizens, well known for a famous race horse that they owned.
