Penn State has led in the study and practice of Public Speaking since John Henry Frizzell founded the Speech Department in 1935. Robert Oliver later built a nationally renowned graduate program in Rhetoric and Communication while publishing landmark scholarship in American and British Oratory. Since the Basic Speech course became a campus-wide requirement in 1959, Penn State has taught Public Speaking to more students than any other university.
