Born in 1810 in present-day Boone
County, Methodist minister Robert
Hager was a delegate to the state's
first constitutional convention in
Wheeling. 1861-1863. He supported
including a provision for gradual
emancipation in WV and also a free
school system. Between 1863 and
1869, Hager served terms in both
houses of the state legislature.
He died in Kentucky in 1878.
