Then & Now
— Capitol Riverfront —
Formerly the site of the Arthur Capper Senior Citizens Facility, the Bixby was completed in 2016 as part of the Arthur Capper Carrollsburg HOPE VI redevelopment and includes a mix of affordable and market rate apartments. The senior center originally at this location was built in 1958, closed in 1973 due to surrounding crime and vandalism, and then reopened in 1981 as a 292-unit building for low-income senior citizens. The last residents moved out in early 2007 to a newer facility in the Capitol Riverfront neighborhood, but the Bixby didn't break ground until 2014 when financing was in place. Developed by the DC Housing Authority, Urban Atlantic, and Forest City Washington now Brookland Properties, The Bixby spans the entire block of L Street, SE between 6th and 7th Streets and sits adjacent to a surface parking lot currently planned as an office project.HM Number | HM2M6G |
