"Kindly" may be an apt word to describe Mullen's temperament and personality, but lest it be forgotten, he was an integral part of the Boss Cox machine. Mullen rubber stamped thousands of appointments and measures dictated by Cox. His ability to organize and keep the 8th Ward loyal to the Cox regime was nearly flawless, eschewing the stick in favor of the carrot. Mullen's yearly picnic at Coney Island was THE event to attend, and it bought him much influence and power.
