Who led the 1788 Constitutional Convention of North Carolina to decline to ratify the Federal Constitution until his State and its people were assured that a Bill of Rights would be incorporated in the United States Constitution. Perhaps more than any other person, his devotion to the liberties of the people led to the adoption of those first ten Amendments securing to us the ancient rights of English-speaking peoples.

Erected in grateful recognition by the Forsyth County Bar Association upon the Bicentennial of the ratification of the Bill of Rights.
