On October 29, 1999, the City of Winchester Police Sergeant Ricky Lee Timbrook was fatally wounded while in foot pursuit of a wanted suspect.

During Sergeant Timbrook's eight year career with the city, he served as a DARE officer for the city school system, a field training officer, a defensive tactics instructor, a member of the special operations team, and served as sergeant in charge of the special enforcement team.

The park that surrounds you today has been created to honor Sergeant Timbrook's commitment to his community and his great sacrifice to make Winchester a better place to live.
