For 40 years of exemplary service to the Oklahoma Department of Transportation this facility is dedicated to the memory of Hoppy Lockhart.

By his unyielding commitment to the safety of the motorists of eastern Oklahoma, he set the highest standards in dedication and public service. He spent endless hours keeping Interstate 40 serviceable and safe in all types of emergencies and severe weather. The most monumental emergency being the May 26, 2002 barge impact with the Arkansas River Bridge resulting in the collapse of four spans. His leadership and focus assisted in preventing further loss of life.
